Kōloa-Poipū Area Circulation Plan

Project Overview

Rapid growth over the next several years promises to significantly impact Kōloa Town, the Village of Poʻipū Beach, and surrounding areas. With this challenge also comes a unique opportunity to define how the transportation system can address existing conditions and anticipate future issues.

What is the Kōloa-Poʻipū Area Circulation Plan?

The plan is intended to build upon the significant prior planning efforts of Kaua'i County, local landowners and developers, and other stakeholders who care about the unique character and identity of this community. The plan will identify strategies to address the traffic impacts of current and proposed developments in the Kōloa-Poʻipū area.

Using a collaborative process involving residents, developers, Kauaʻi County staff, and other stakeholders, the plan will develop a prioritized list of specific projects and tactics to address current and anticipated traffic congestion, safety issues, and other concerns. The plan’s objective is to encourage a balanced transportation system that accommodates all major transportation modes: automobiles, public transportation, bicycling, and walking. Traveler safety, employee transportation needs, agricultural transportation issues, and other factors will also be addressed.

The plan will facilitate implementation by addressing the estimated costs, funding sources, and construction timeframe required for each priority project recommendation. The implementation schedule for each recommended project will also be classified into short range (1-5 years), mid-range (5-10 years), and long range (10-15 years) timeframe's to provide a realistic and logical sequencing of projects for implementation.
